Who and what is the BIA? The Bloor West Village Business Improvement Association (BIA) is a non-profit association within a specified area, like Bloor West Village in Toronto, who join together with the official approval of the city. Its main purpose is to create a self-help program to promote and stimulate local business. Our concept is simple and straightforward have the city collect an annual levy from businesses, hand over the funds to an elected board of volunteers, and devote the money to improving and marketing the area. There are around 80 BIAs in the Toronto district with many more around Canada, the US, Germany and Japan. What is so special about the Bloor West Village BIA is we were the first! Almost fifty years ago a group of Bloor West Business owners banded together to form the BIA, including a certain Alex Ling, who sadly passed away in September.
